話題の旬が過ぎてしまったが、
都立高校の卒業式で、
国歌斉唱を拒否し起立しなかった教員が、
大量に処分されている件について。
都教委の通達(強制)に対し、
反対する教員の実力行使が予想されたので、
祝辞を述べるという名目で職員を式に派遣し監視を行った。
起立しない教員に教頭が近づき、
「先生、お立ち下さい」
「処分されますよ」
「現認しました。○時○分」
と言ったという。
教頭も委員会に睨まれているので、
そうせざるを得ない。
この件について、
新聞社の社説論争があり、
それを朝日がサマライズしていた。
長くなるが面白いので引用する。
(朝日のサマライズである時点で既に朝日寄りであることに注意)
読売(3/31) 甲子園では普通のことなのに
センバツ高校野球の開会式で、
女子高生が国歌を歌い、
国旗が掲揚された。
夏の甲子園でも歌っている。
それなのに、学校では国歌斉唱で立たない教師がいる。
これでは、
生徒、保護者、教職員が一体となって実施すべき式の雰囲気は損なわれる。
教師が起立を拒否するのは、
高校野球の開会式で大会役員が国旗に背を向けるのと同じだ。
許されることではない。
Ｗ杯でも、
日の丸を振る若者が目立った。
学校だけが社会の常識とかけ離れている。
朝日(4/2) 甲子園とは話が違う
国旗を掲げるな、
国歌を歌うなというのではない。
強制は行き過ぎだと主張しているのだ。
夏の甲子園の開会式では国旗掲揚と国歌斉唱が行われているが、
処分をたてに強制などしていない。
卒業式を妨害したなら別だが、
起立拒否での懲戒処分は憲法が保障する「思想及び良心の自由」を侵す疑いが強い。
国旗・国歌法が成立した時、
当時の小渕首相は学校の扱いについて「頭から命令とか強制とか」考えていない、
と答えた。
生徒に「首相の約束は守られているか」と尋ねてみたらいい。
産経(4/3) 本質をそらした朝日社説
国旗・国歌法が成立した時に、
朝日は法制化に反対している。
朝日はいつから、
日の丸を掲げ、君が代を歌うことを認めるようになったのか。
朝日は、
国旗・国歌の強制は憲法違反の疑いが強いとする。
だが、学校は子供に知識やマナーを身につけさせる公教育の場だ。
それを怠る先生には処分を伴う強制力も必要である。
日本の公教育を担う教員には当然、
国旗・国家の指導義務がある。
朝日(4/4) 産経社説にお答えする
日の丸や君が代が定着している事実を認めたうえで、
「強制するな」と主張してきた。
「いつから認めるようになったのか」と問われれば、
「最初から掲げるなとも歌うなとも言っていない」と答えるしかない。
掲げない自由、歌わない自由も認めるべきだ、ということである。
学校で教えるのは知識やマナーだけではなく、
自ら学び考える力こそ大事であり、
中央教育審議会も自主的・自立的な学校づくりを求めている。
学校の自主性を認めない都教委のやり方は公教育にとってマイナスだ。
賛否両論、
喧々囂々だが、
各新聞社には、
もっとやれやれーと言いたい。
議論百出させて、
都教委のやり口や事の成り行きをもっと晒すべきである。
以下、
私の考え。
起立拒否した教員を処分すべきかどうかについて、
ノーコメント。
実行した教員はたいへん勇気があるということだけは言える。
ノーコメントで逃げたなと言うなかれ。
「人を殺せ」という法律ができたときに、
殺しを拒否した者を罰すべきか否か議論する前に、
その法律をどうにかすべきではないか。
都教委の強制姿勢がアホくさいのである。
すべての歌は、
歌いたい人が歌いたい時に歌えばいいのだ。
それでこそ歌に、
歌われている対象に、
愛情が沸くというものだ。
一方、
聴くことについては、
時と場合によって我慢が必要なこともある。
デパートに行ったら、
下手な歌謡曲が流れているかもしれないが、
買い物したければ受け入れざるを得ない。
だから、
卒業式・入学式などでは、
国歌の演奏だけ行うようにするのも一案かと思う。
起立拒否した教員の多くも、
監視無しに演奏を聴くくらいなら我慢ができるだろう。
